If you receive such a request, this means that the editor feels the work may be suitable for the Canadian Library Publishers catalogue, but does not constitute an offer to publish. 

After consideration by a broader editorial committee, you may be contacted to discuss the terms of a publishing agreement. Agreements with Canadian Library Publishers can, but do not necessarily include publishing, licensing, production, sales and distribution, promotion, sponsorships, partnerships, and mentoring both inside and outside of the Canadian territory.
